Detention Facilities in Indiana

This is a list of detention facilities with some basic information gleaned mostly from ICE’s own detention facility pages on their website. Additional information comes from the data made available by the Deportation Data Project. Detailed information about visiting or sending support can be found on a facility’s individual page.

Clark County Jail

Clark County Jail is in Jeffersonville, just across the river from Louisville. At a glance this place seems strict for a county jail. All visits are over video—even on-site visits—and there are tons of rules about what kind of mail can be sent in. The page even indicates that incoming mail is read by the guards.

Clark county has held a relatively small number of detainees, only 144 from the start of 2024 to October 2025. However, the length of time spent for these detainees is just over a month on average. Typically, these stays end in transfer to the Indianapolis Hold Room (where they will presumably be transferred again), Laurel County Correctional Facility, Alexandria Staging Facility (the most frequent last stop before deportation), or Broadview in Chicago, another likely transfer hub.

Clay County Jail

Clay County Jail is in Brazil, IN, about an hour Northwest of Bloomington.

Since the start of 2024 Clay County has held a little over 3000 prisoners. Almost 90% of these detentions ended in transfer to another facility and about 75% of the people who pass throug are ultimately deported. The average stay is two weeks. The most common destinations for transfers are the Indianapolis Holding Room, Boone County Jail (in Kentucky), and the Broadveiw Staging center. These make up about 70% of transfer destinations and all probably result in additional transfers.

Clay county jail appears to have an outsize role in ICE’s machinary with a little over 1% of all detentions involving a transfer through the small-town Indiana jail.

Clinton County Sherrif’s Office

Frankfort is about 90 minutes north of Bloomington. This is another facility that has held only a relatively small number of ICE prisoners, 183 in our focal timeframe. The most common transfer destinations out of Clinton County are Buffalo Service Processing Center and the Alexandria Staging Center. Both of these are facilities that often precede deportation in a prisoner’s trajectory through the system. Indeed, 67% of detainees who pass through Clinton County are deported and they spend an average of 10 days there.
